Community Affairs and Planning Committee

That the Minutes of the Community Affairs and Planning Committee Meeting held on March 2, 2020, be adopted.

That section 3.7.6 of the proposed Complaints and Inquiries Procedure be amended to read as follows: 3.7.6. Where the Complaint is not sustained, the Integrity Commissioner shall report to Council on the result of the inquiry or any findings but may do so at its discretion and may also include such information as it deems necessary in a report or as part of an annual or other periodic report by the Integrity Commissioner.

That the revised Council Code of Conduct, Local Boards Code of Conduct, and Complaints & Inquiries Procedure be approved by Council. Community Affairs & Planning Committee September 8, 2020 ________________________________________________________________________________________________

That section 6.19 of the proposed procedure by-law be amended to read as follows: 6.19 A Motion with respect to any item of correspondence shall be in order provided it is moved and seconded, with the exception that a Motion to endorse an item of correspondence shall be out of order if the correspondence was sent by a Member to an external party.

That the proposed revisions to section 10.8 and 10.9 of the procedure by-law to make motions to defer and refer debatable be removed.

That section 6.28.2 be amended to read as follows: 6.28.2 delivered to the Clerk and distributed to Council not later than noon, ten days prior to the date of the Meeting at which the motion is to be introduced and debated.

That the revised Procedure By-law, included as ATT-1 to this report, be approved by Council, as amended.

That the September 8, 2020 meeting of the Community Affairs and Planning Committee be adjourned. (10:07 p.m.)
