Whereas in September 2021, a community flagpole was installed at Pat Bayly Square to recognize special events, important days, public awareness campaigns, and Ajax’s diverse population; and, Whereas Council granted the Clerk’s department authority to approve such requests in line with the Town’s Flag Raising Request Policy; and, Whereas the growing volume of flag raising requests has placed increasing strain on staff resources and has made it difficult to administer the program in a manner that is equitable for all members of the community; and Whereas the City of Toronto and the City of Mississauga have recently approved the exclusion of foreign national flags from being raised on their community flagpoles; and Whereas charitable and public awareness campaigns, and community celebrations and events will remain unaffected pending the completion of a comprehensive review of the Town's current Flag Raising Request Policy. Therefore, be it resolved: 1. That Council directs Equity, Diversity and Inclusion staff to: a. amend the Flag Raising Request Policy (LIS-WI-026) to exclude the flying of flags representing foreign nations, perceived foreign nations and coalitions of foreign nations effective September 1, 2026; and b. undertake community consultation, in collaboration with relevant departments, to determine the continuation and curation of Town-hosted flag raising ceremonies that reflect the shared values of the Ajax community; and c. conduct a comprehensive policy review and

Whereas the Town of Ajax offers reasonably priced monthly and annual individual and family memberships for recreation programs including Swim & Skate, Fitness & Health Centre, Group Fitness, Squash, and all inclusive memberships, which are intended to promote the health and wellness of Ajax residents; and, Whereas a significant number of individuals from neighbouring municipalities access Town of Ajax recreation memberships, resulting in increased demand on facilities, programs, equipment, and staff resources; and, Whereas this demand on Town resources by non residents is ultimately subsidized by Ajax taxpayers; and Whereas the Town of Ajax has already implemented staggered program registration dates to prioritize Ajax residents; and Whereas the Town of Ajax has already implemented higher fees for Facility Rentals for non residents renting Town Facilities. Therefore, be it resolved: That the Town of Ajax implement an additional fee of 15 per cent (15%) on all recreation memberships, ARC Performance Passes, Pay-Go, and Pay-Go 10 Passes, purchased by non residents, effective September 1, 2026. Whereas the Town of Ajax’s Temporary Sign By-law is a By-law to regulate or prohibit signs and other advertising devices; and, Whereas temporary signs are generally prohibited on Town owned boulevards and road allowances pursuant to the Temporary Sign By-law; and, Whereas subsection 4.4 of the Temporary Sign By-law provides that the By-law does not apply to a “project, activity, or event which the Town is either managing or is a partner in”; and Whereas Members of Council have received a request to support the placement of a “Slow Down” initiative sign on a residential boulevard by Ajax Pickering Road Watch, a community based program aimed at improving driver awareness, promoting road safety, and supporting crash free communities; and Whereas the Town of Ajax has an interest in supporting community led initiatives that advance traffic safety and neighbourhood livability. Therefore, be it resolved: Town of Ajax Council Meeting – May 19, 2026 1. That Ajax Council recognizes the partnership between the Town of Ajax and Ajax Pickering Road Watch, and the organization’s role in promoting community safety; and 2. That Council directs By-law Services to exempt this initiative from the Temporary Sign By-law on a request basis, for a period lasting no longer than May 1 to September 30, to be submitted by Ajax Pickering Road Watch annually; and 3. That a copy of this motion be forwarded to Ajax Pickering Road Watch. In Favour: Regional Councillor Crawford, Councillor Tyler Morin, Counc

Whereas on February 17, 2026, Ajax Council approved a Regional Official Plan Amendment, an Official Plan Amendment, and a Zoning By-law Amendment for the lands municipally known as 10, 20, and 30 Blowers Crescent; and, Whereas when realized, the approved mixed use development will include a shared podium with three towers having heights of up to 30 storeys, containing approximately 737 dwelling units and approximately 6,000 square metres of commercial gross floor area; and, Whereas the owner of 10, 20, and 30 Blowers Crescent is proceeding with next steps in the development process, including the submission and review of a site plan application with the Town of Ajax; and Whereas the development of a major project of this scale can take time, as developers are required to secure financing and complete the necessary technical studies and approvals; and Whereas the owner of 10, 20, and 30 Blowers Crescent has brought forward a proposal for the temporary use of the subject lands during this period, which would permit the site to be used as an open air vendor market operating on weekends between May and October; and Whereas , the owner has indicated a desire to donate a portion of the proceeds of sales to local charitable organizations; and Whereas the introduction of a temporary open-air vendor market would create opportunities for local vendors and invite tourism to the Town.
