That the minutes of the Regular Meeting of Council held on January 23, 2023 be adopted.

That the balance of the report (Items 6.1, 6.2, 6.3, 6.6, 6.7, 6.9, 6.11, 6.12, 6.13, 6.14, 6.15, and 6.17) dated February 27, 2023 containing Items of Correspondence be received for information.

That Item 6.4 (“The Regional Municipality of Durham – Envision Durham – Release of the draft new Regional Official Plan”) of the Correspondence Report be received for information.

That Item 6.5 (“Municipality of Clarington – Envision Durham Update Information Report: Proposed Growth Allocations and Settlement Area Boundary Expansions”) of the Correspondence Report be endorsed.

That Item 6.10 (“Town of Petrolia – School Board Elections”) of the Correspondence Report be endorsed.

That Item 6.16 (“Ontario’s Big City Mayors – Health and Homelessness Strategy”) of the Correspondence Report be endorsed.

That the Community Affairs & Planning Committee Report dated February 6, 2023, be adopted.

That the General Government Committee 2023 Operating & Capital Budget Meeting Report dated February 16, 2023 be adopted, with the exception of the portion of the Budget that deals with the Recreation Programs/Active Living Operating Budget (page 69 of the Operating Budget Document).

That the portion of the Budget that that deals with the Recreation Programs/Active Living Operating Budget be approved.

That the General Government Committee Report dated February 21, 2023 be adopted.

That the report on Excluded Non-Cash Expenses, as required by Ontario Regulation 284/09, be received for information.

That the Regional Councillors’ Reports of February 27, 2023 be received for information.

WHEREAS the Town of Ajax has a fixed urban boundary and a finite amount of employment lands; AND WHEREAS self storage facilities, gas stations, and car washes offer very limited employment opportunities, and their development may diminish future opportunities for more job-intensive businesses; AND WHEREAS the Town’s Official Plan and Zoning By-Law focus on land use and regulate how land may be used and which types of buildings are permitted; AND WHEREAS the Official Plan already dictates that public storage facilities shall not be permitted in the Prestige Employment designation; NOW THEREFORE BE IT RESOLVED THAT: New public storage facilities not be permitted through the OP and Zoning By-Law in any zone; New motor vehicle gas bars and washing establishments not be permitted through the OP and Zoning By-Law in any zone; and That staff be directed to initiate the necessary work by April 2023.

That By-law number 05-2023 be read a first, second and third time and passed.

That By-law number 06-2023 being a by-law to confirm the proceedings of the Council of the Corporation of the Town of Ajax at its meeting held on February 27, 2023, be read a first, second and third time and passed.

That the February 27, 2023 meeting of the Council of the Town of Ajax be adjourned (8:23 p.m.)
